I know why grey hair turns grey (that’s not the issue), I want to know why does it grow back faster if you were to pluck it or even if its a new grey hair to begin with. Or better yet, is it the fact that any existing hair that is normal in color breaks down and becomes grey in a short period of time leaving me to think that its a new grey hair that has grown?

If its really growing faster , it might be the same reason that older guys grow hair out of their noses and ears, some kind of hormone change or male menopause thing. That could be another yahoo question, in the meantime you could dye your hair with hair dye or shoe polish and use tiny scissors to clip your nose hair or have the barber do it.
